THE WORLD BANK’S PROPOSALS FOR PUBLIC SCHOOLS AND THEIR INFLUENCE ON BRAZILIAN POLITICS (2016-2018)

This article proposes to understand the demands of global hegemonic agents - in particular the World Bank - in the Brazilian educational sphere, as well as the influence of these proposal son Brazilian politics in the period from 2016 to 2018. Tothis end, the documents analyzed are: “A Fair Adjustment: analysis of efficiency and equity in publics pending in Brazil” (produced by the World Bank - 2017); “The Crossing: a bridge to the future” (released by the (P)MDB - 2016); and “The Path to Prosperity” (proposed government plan of Jair Bolsonaro). Through the approach of discourse studies based on the thought of the Bakhtinian Circle and using collation as a methodological path, the study of documents addresses the following points: 1) characterization of the Brazilian situation with regard to political, economic and social aspects; 2) place that education occupies in the project of society advocated; 3) agenda proposals for the educational sphere, in particular for public schools. In the final considerations, the collation of the documents brings out a kind of discursive cohesion between the demands of the World Bank, the document produced by the party of Michel Temer and proposals of the presidential candidacy of Jair Bolsonaro, showing the path of the ideologies of neoliberal politics articulated in the materiality of the word and constituting itself as a hegemonic force in the Brazilian educational sphere.
