Reflects on management and its choice for the Resolution Course nº 2/2019 and its relationship with special management, in its training, in a Licentiate Pedagogy Course, in its training We use Paulo’s education studies that teachers learn to study, especially in the fi eld of education. For this, fundamentality as from the concepts of arbitrariness and historical anesthesia. It indicates the formation of concession management, technical work and management in stages and modalities. It demonstrates the need for resistance to the implementation of licensing regulation policies in Brazil.
