MOVEMENT OF INTERGOVERNMENTAL RELATIONS IN EDUCATION IN TOCANTINS

The article addresses the topic of collaboration in education. It analyzes how state-municipal intergovernmental relations have been constituted in public policies and in the management of education in Tocantins. The analyzes are based on a critical perspective, supported by bibliographic and documentary sources. The results refer to the refl ection on the absence, in Tocantins, as in other states, of norms and guidelines regarding the form and content of intergovernmental relations and specifi c instances confi guring the collaboration regime. The constant movement in the (re)organization of legal and administrative arrangements, integrated actions and forms of collaboration that focus on specifi cities is apprehended, indicating the meager and dubious signifi cance of the regime. Still, it is a theme that implies problematizing the unequal Brazilian corporate structure and, consequently, the municipal diffi culties.
