Abstract

This paper seeks to analyze an educational public policy, characterizing the new established policy, presenting the objective results achieved, the volume of resources used and, in a complementary way, presenting the perceptions of the professionals who were part of it acting operationally. Therefore, this whole transcribed picture aims to identify whether, in the period studied, the educational policy left a positive legacy, that is, whether the expected results were achieved and, all this, corroborated or not by the perception of the education professionals who worked in this policy, who responded to a research instrument. These professionals occupy various functions within schools, are in several school units of the municipal education network of the city of Rio de Janeiro and, as all are teachers, a great degree of homogeneity of this aspect is present. Despite the enormous volume of public resources used, a timid positive implementation of the goals and the acceptance of the policy by professionals was extremely low, a worrying fact, because it demonstrates that another generation may be lost with a weak learning in the most precious part of basic education, where the possibility of concepts and values
