Abstract

The pattern of public funding of Therapeutic Communities (CTs) of the Federal District by the Federal District Anti-Drug Fund (FUNPAD) was analyzed. For this, documental sources, government data and academic literature were added. From 2012 to 2021, the number of vacancies financed in the CTs increased by 364% and the amount of funds settled by 694%. The average number of CTs financed per year was nine, demonstrating a tendency for FUNPAD to be concentrated in a few CTs. It’s concluded that FUNPAD is, in fact, a fund of and for the CTs, supporting perspectives disguised as care, but which are: asylums; religious; based on unpaid work; with numerous violations of rights; not public. The loot of public fund takes place through a management council responsible for social participation and control in the area, so that the control of CTs is done via social control.
