Abstract

This paper aims at analyzing some of the instances of realization related to High School education policy in 6 cities in the Pará-located Amazon, Brazil. The analysis is done by problematizing High School education offered in those regions, which allows one to understand policy materialization in such educational environments. By adopting bibliographical research and document analysis, with access to official data about High School offer in those places, considering the interval between
2015 and 2021, it was possible to identify how actions towards this offer have been historically based on factors such as philanthropy, postponement, fragmentation, and impromptu arrangements. This scenario shows how those elements have
impacted on the educational indexes for each city analyzed, which have been altered gradually and have shown a lack of continuity regarding public action capable of guaranteeing proper structures, so the youth may have real chances of accessing High School as it is enacted by legal frameworks.
