Abstract

This essay brings reflections on the practical dimensions that make torture permissible in the country, based on its historical nature based on social and racial distinction, political function, technical sophistication and public narratives, understanding the continuities between governments, with a focus on Bolsonarist management, and the dominant interpretative structure for the permanence of torture. This is a bibliographical research that
dialogues with the main authors of the subject and aligns with the professional and academic experience of the author. In this sense, the text concludes with proposals for actions for the legislative, judicial and executive powers regarding the agenda for  preventing and combating torture, highlighting the abolitionist and reforming tasks.
