Based on ethnographic research conducted in a favela in Belo Horizonte, this paper proposes a reflection on the meanings attributed by the urban poor to the myriad of institutions and organizations with which they interact in their daily lives. It is argued that, from the point of view of favela residents, more important than the division between state and extra-state initiatives, is the division of local institutions between two native categories: the projects (taken as undifferentiated means of simply obtaining resources) and the initiatives that make a difference (those that turn into income generation and/or symbolic valorization of the "favela" identity). It concludes that in order to think of public policies that promote access to citizenship, it is necessary to move away from understanding poverty as a technical problem and resume the political approach on the issue.
