Abstract

This paper is based on the hypothesis that the formulation and implementation of urban public policies committed to the perspectives of gender, race, class and other categories can be instruments for the materialization of the right to the city and social justice. Thus, this article, as a qualitative study, identifies urban public policies in the city of São Paulo, one of the main urban centers in Latin America, in relation to social demands pertaining to gender, especially from the perspective of women. To this end, a documentary survey of urban policies between 1990 and 2016 is presented. This interval is marked by democratization, political progress and setbacks, the rise of feminisms and gender discussions, among other advents. The identified policies reveal advancements in the debate in recent decades, but are still largely disconnected from the territory and intersectionalities that touch on the gender dimension.
