Abstract

The 2010s represented a new lost decade for the Latin American economy, given its worst performance since the 1980s debt crisis. The resulting political instability favored the popularization of movements and leaders associated with a conservative view of liberalism. Collecting successive electoral victories, the Conservative Wave governments established a new liberal order in the region, accommodating the demands of business elites and suppressing labor rights and social policies. This article proposes an interpretation for this political phenomenon in the light of the Social Structure of Accumulation Theory. This theoretical tradition proposes a critical institutional debate within the scope of political economy, highlighting the role of class relations in the socio-political arrangements that support the processes of accumulation and economic growth. Under this framework, it is possible to understand the Conservative Wave as a regressive neoliberal movement that aims at a greater domination of capital over the labor process.
