PLANEJAMENTO NACIONAL, REGIÃO E TERRITÓRIO NO NORDESTE BRASILEIRO: novas configurações

Abstract

O artigo é originário de pesquisa bibliográfica e documental que relaciona Planejamento e políticas públicas.Tem como objetivo identificar no planejamento nacional brasileiro, após o ano de 2003, a existência de continuidades e mudanças relativas aos planejamentos dos dois governos imediatamente anteriores, priorizando a dimensão regional/territorial, com foco no Nordeste. Conclui que, historicamente, as pautas reivindicatórias e as intervenções na região maispobre do Brasil priorizaram a esfera econômica e os capitais. Não obstante tais prioridades, ao colocarem o território como“quadro de vida” e as singularidades regionais como potencialidades no processo de planejamento, os PPAs analisados podem contribuir para descortinar perspectivas que, no âmbito das políticas públicas, possibilitem contemplar pelo menos uma parte dos carecimentos humanos, inclusive questões relacionadas às distintas identidades sociais, jamais à transformação social, visto não ser esta a função do planejamento.Palavras-chave: Políticas públicas, território, Nordeste do Brasil, planejamento nacional, regionalidade, planejamentoregional.NATIONAL PLANNING, TERR ITORY AND REGION IN NORTHEAST BRAZIL: new settingsAbstract: Article originally from bibliographical and documentary research relating Planning and Public Policy. The aim is to identify the Brazilian national planning, after the year 2003, the existence of continuities and changes in relation to the planning of the two preceding governments, prioritizing the regional/territorial dimension, with a focus on the Northeast. It isconcluded that, historically, the vindicative guide lines and interventions in the poorest region of Brazil used to prioritize the economic sphere and the floating capitals. Notwithstanding these priorities, as the territory is considered "the living picture" and the regional singularities are taken as potentialities in the planning process, the PPAs analyzed can contribute to the unveiling of perspectives which, in the context of Public Policy, make it possible to cover at least one part of human needs, including issues related to different social identities, never the social transformation, as this is not the function of planning.Key words: Public policy, territory, Northeast of Brazil, national planning, regionality, regional planning.
