Abstract

The article is about how the positions of companies and institutions orchestrate within the territorial scope. It analyzes the agents' strength in the definition of a development model for cities and regions. Such a model has been associated with the entrepreneurial actions' promotion, especially in the information technology field, as the segment is more permeable to the entrepreneurship values. Regards the entrepreneurs' profile, which is associated with risk and innovation, and the IT area that appears in a universe of connectionist and flexible capitalism. Based on interviews, questionnaires and documentary source carried out in Santa Maria (RS-State), presented the positions and dynamics of the forces of the different business and institutional actors by defining models of economic activity and social projects associated with entrepreneurship. The study pointed out that companies, institutions and public policy spaces have been actively acting, in practical and value terms, to promote an entrepreneurial “ecosystem” in the city.
