MUJERES, PODER Y DEMOCRACIA: presidentas municipales em Oaxaca

Resumo

A democracia se propõe para as mulheres como um desafio que têm que vencer em uma sociedade patriarcal, onde os partidos políticos têm criado formas autoritárias de atuar nem sempre claras e transparentes. As práticas políticas de homens e mulheres estão relacionadas intimamente com questões sexuais e as atitudes que se espera de homens e mulheres na política estão matizadas por esta visão. Algumas das perguntas que se tenta responder são: Quem são as mulheres que chegam às presidências municipais? Quais têm sido os obstáculos que têm encontrado ao chegar às presidências municipais e como os têm enfrentado? A participação das mulheres presidentas municipais na política se dá em ocasiões de conflito em vários dos municípios e esta situação põe em risco suas vidas. Se bem é certo que a participação política das mulheres têm sido um dos passos mais relevantes na busca da equidade de gênero na história contemporânea, também é certo que sem uma mudança profunda de mentalidade é muito difícil que isto possa se realizar exitosamente. Dentro da estrutura política do México, os municípios como instituições político administrativas ocupam o lugar mais próximo das comunidades. Os municípios, por sua vez, estão estruturados por agências municipais e agências de polícia. Até 25 anos atrás, a participação política da mulher era quase nula. A partir de 1975, quando se comemora no México o ano internacional da mulher, as mulheres começaram a participar mais da política. Nos últimos 15 anos, a participação política das mulheres nos municípios, começou a ser relevante.

La democracia se plantea para las mujeres, como un reto que tienen que vencer en una sociedad patriarcal, donde los partidos políticos han acuñado formas autoritarias de actuar y no siempre claras y transparentes. Las prácticas políticas de hombres y mujeres están relacionadas intimamente con los roles sexuales y las actitudes que se esperan de hombres y mujeres en la política están matizadas por esta visión. Algunas de las perguntas que se intentan contestar son ¿Quiénes son las mujeres que llegan a las presidências municipales? ¿Cuáles han sido los han enfrentado? La participación de las mujeres presidentas municipales en la política se dá en ocasiones en municipios de conflicto y esta situación pone en riesgo sus vidas. Si bien es cierto que la participación política de las mujeres ha sido uno de los pasos más relevantes en la búsqueda de la equidad de género en la historia contemporánea, también es cierto que sin un cambio profundo de mentalidades es muy difícil que esta pueda realizarse exitosamente. Dentro de la estructura política de México los municipios como instituciones político administrativas ocupan el lugar más cercano a las comunidades. Los municipios a su vez están estructurados por agencias municipales y agencias de policía. Hasta hace 25 años la participación política de la mujer era casi nula. A partir de 1975 cuando se celebra en México el año internacional de la mujer, las mujeres han empezado a participar más em política. En los últimos 15 años la participación política de las mujeres en los municipios ha empezado ha ser relevante.
